Letter to all Councillors from the County Manager on 12th February 2010:

Draft County Development Plan 2010-2016

Report to Council under Section 12(8) of the Planning and Development Act 2000

 

Dear Councillor,

 

In accordance with Section 12 (8) of the Planning and Development Act 2000, please find enclosed, for your consideration, a copy of my Report in relation to submissions received in respect of the Proposed Amendments to the Draft Development Plan 2010-2016 following the public display from 17th December 2009 to 22nd January 2010.

The report contains the response of the Manager to the issues raised in relation to the proposed amendments taking into account the previous directions of the Members, the proper planning and sustainable development of the county and any relevant policies or objectives of the Government or Minister of the Government. The report also contains a list of submissions received.

I would like to thank all 300 persons or bodies who made submissions and can assure them that all submissions were considered. It should be noted that whilst every submission was fully considered many submissions did not relate to the proposed amendments, which were on public display from 17th December 2009 to 22nd January 2010. The issues raised, which related to the proposed amendments have been grouped into a number of headings, linked to the main policy and area based chapters of the Draft Development Plan.

Next Steps

In accordance with the provisions of the Act, the Members shall consider the amendments and the Manager’s Report and such consideration shall be completed within 6 weeks of the submission of the Report to the Members.

Following consideration of the amendments and the Manager’s Report, the Members shall, by resolution, make the Development Plan with or without the proposed amendments except that where they decide to accept the amendment they may do so subject to any modifications to the amendment as they consider appropriate.

A development plan made under Section 12 of the Planning and Development Act 2000 shall come into effect 4 weeks from the day that it is made.

The is a list of Development Plan Meetings at which the Manager’s Report will be considered:

  • Tuesday 9th March — Special Council meeting in Council Chamber
  • Wednesday 10th March — adjourned Special Council meeting in Council Chamber (if required)
  • Thursday 11th March — adjourned Special Council meeting in Council Chamber (if required)

These meetings will be from 3pm to 6pm and additional meetings will be arranged if required.

Timetable

The six weeks for considering the Manager’s Report commences on Friday 12th February 2010 when Members receive the report. The report must be considered within the 6 weeks i.e. before Friday 26th March 2010. However, as previously advised to the Council the target completion date, for concluding consideration of the report is Friday 19th March 2010.

In addition to the statutory meetings set out above, a Briefing Session for Councillors will be held on Thursday 18th February from 4pm to 6pm in the Council Chamber.
